This measure will have an impact on the cost structure of transport companies and is an important step towards a more sustainable and efficient sector. <\/p>\n<p>&nbsp;<\/p>\n<h4><strong>What will change?<\/strong><\/h4>\n<p>As of <strong>July 1, 2026,<\/strong> the so-called <strong>truck levy<\/strong> will go into effect in the Netherlands. This means that trucks will now pay per kilometer driven on much of the Dutch road network &#8211; including virtually all highways and some provincial and municipal roads. <\/p>\n<p>The rate in 2026 averages 19.1 cents per kilometer, but varies by vehicle based on:<\/p>\n<ul>\n<li>the weight of the vehicle<\/li>\n<li>the CO\u2082 emission class<\/li>\n<\/ul>\n<p>The cleaner and lighter the vehicle, the lower the fee. This ties the charge directly to the environmental performance of the truck. <\/p>\n<p>This will also eliminate the current <strong>Eurovignette<\/strong> in the Netherlands and adjust the motor vehicle tax (MRB):<\/p>\n<ul>\n<li>Trucks up to 12 tons are completely exempt from MRB.<\/li>\n<li>Trucks over 12 tons pay a lower tax, which is the European minimum.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h4><strong>To whom does this apply?<\/strong><\/h4>\n<p>The truck tax applies to all trucks with a maximum authorized mass of <strong>more than 3.5 tons<\/strong> (vehicle categories N2 and N3), both Dutch and foreign vehicles.<\/p>\n<p><strong>Owners of these trucks must contract with an approved toll service provider<\/strong>.<em>The vehicles must be equipped<\/em>with an <strong>on-board unit (On Board Unit)<\/strong>, which automatically tracks mileage. Through the provider, mileage is recorded and payment of the charge is arranged.  <\/p>\n<p>&nbsp;<\/p>\n<h4><strong>Purpose and returns<\/strong><\/h4>\n<p>The truck levy is explicitly intended as an instrument to make freight transport in the Netherlands <strong>more sustainable and efficient<\/strong>. Linking a price to kilometers driven and emissions creates a direct incentive to make cleaner choices within the fleet. <\/p>\n<p>A large portion of the net proceeds of the levy are therefore channelled back to the sector. These funds are used for <strong>subsidies and incentive schemes<\/strong> aimed at, among others: <\/p>\n<ul>\n<li>the purchase of emission-free trucks<\/li>\n<li>investments in charging infrastructure<\/li>\n<li>innovation and efficiency improvements in logistics processes<\/li>\n<\/ul>\n<p>The implementation of these subsidy schemes lies with the <strong>Rijksdienst voor Ondernemend Nederland (RVO)<\/strong>.<\/p>\n<p>Available grants and schemes offer opportunities, but applying for them requires substantive knowledge and careful substantiation. <strong>Cooperate Green<\/strong> supports transport companies in identifying subsidy opportunities, preparing and submitting applications and securing the required deliverables. Organizations will have to deal with a new cost structure, administrative obligations and strategic choices around their fleet.
