Until now, whether your company was required to conduct an energy audit depended primarily on its size, the number of employees, annual revenue, and total assets. Under the revised EED, that distinction will disappear. What remains is one simple question: How much energy does your organization use per year?

What is the EED?

The Energy Efficiency Directive (EED) is a directive introduced to help achieve Europe’s climate goals. The directive requires companies in EU member states to take measures that contribute to lower energy consumption and reduced CO₂ emissions. In the Netherlands, too, the EED forms the basis for mandatory energy-saving measures, such as the mandatory energy audit. This audit gives companies insight into their energy usage and encourages them to use energy more efficiently and limit waste. With the revision of the EED, the conditions under which organizations must conduct an energy audit are also changing.

EED Overhaul: From Company Size to Energy Consumption

The most significant change is that the EED audit requirement is no longer based on a company’s size, but on its actual energy consumption. With the implementation of these revised guidelines, companies that consume an average of more than 10 terajoules (TJ) of energy annually must conduct an energy audit every four years or implement a certified energy management system. For companies with energy consumption exceeding 85 TJ, the use of a certified energy management system, such as ISO 50001, is mandatory.

The Netherlands is expected to implement the revised EED into national law by the end of 2026 or early 2027. An official implementation date has not yet been set. Once implemented, companies consuming up to 85 TJ will have up to one year to comply with the audit requirements. Companies that consume more than 85 TJ have until October 11, 2027, at the latest, to comply with the new requirements. For companies that are already subject to the current regulations, a new audit or a certified energy management system in accordance with the new requirements must be implemented within four years of the previous energy audit.

What does this mean for your business?

Due to these changes to the EED, companies must reassess whether they are subject to the energy audit requirement. This time, eligibility is determined not by the size of the organization, but by its total energy consumption. As a company, you will therefore need to gain insight into your energy consumption now to ensure that you comply with the new requirements. In addition to meeting regulatory requirements, new insights into energy consumption can also offer opportunities to reduce energy waste and thereby lower costs.

Pledge for Sustainability in the Transportation Sector

This could have major consequences for transportation companies, since fuel consumption and charging infrastructure also count toward energy consumption. Companies in the transportation sector will therefore need to assess their energy consumption in a timely manner. It is expected that companies with approximately 10 trucks will already reach an annual consumption of 10 TJ, which means they will in all likelihood be subject to the revised audit requirement. However, this EED audit will not only examine the vehicles’ fuel consumption but also the energy consumption of, for example, buildings and warehouses. In the long term, this mandatory EED audit could lead to a more fuel-efficient fleet and reduced energy costs.

Would you like to know what the changes to the EED mean for your (transport) company?

Cooperate Green is happy to help you gain insight into your energy consumption, comply with the new requirements, and take advantage of concrete opportunities for energy savings and sustainability.

Starting in 2026, what will matter is no longer the size of your business, but how much energy it uses The European Energy Efficiency Directive (EED) is being revised, which will change the basis for the Dutch energy audit requirement.
